If let's say Nation A decides to capture Region A and Nations B C and D help Nation A. Nation A becomes UN delegate and for some odd reason doesn't comply with the rules of NationStates. Does Nations B C and D get deleted or ejected from the UN?

Only if they're UN multis under the control of Nation A.

It depends, really. If we have reason to believe that nations B, C, D know it was going to be a griefing attack, they're toast too.
