Wondering if I can get a clarification of a rule?

I received a warning this past week and would like a better idea of the rule that I broke as to avoid doing it again. In the description I present here I'm going to keep it hypothetical so I don't break any other rules.

Nation A, a young teen comes to a region along with some friends and spams that regions forum. Now Nation B, who happens to be in a region made up of adults follows Nation A back to his region and in very adult terms tells him to please masturbate here in his own region and not return to the other region.

Now along comes a Mod and he sees the post by Nation B and without finding out the whole story issues a warning to Nation B.

Ok, now I assume Nation B received his warning because of the term he used, masturbate. But to deserve this warning shouldn't the other nations that caused Nation B to even respond receive a warning as well? As some of the nations involved with Nation A were making up nations with names that were making fun of Nation B.

Should Nation B, instead of responding have come to this forum and asked for the Mods help? This seems kind of childish to Nation B to bother a Mod with something as simple as this but if this is the proper procedure then Nation B will just have to post things like this here.

Any clarification on this would be helpful.

I'm no Mod, but I'm pretty sure Nation B should have filed a report from the getting help thingy. :)

I think, when in doubt, file a getting help report to keep yourself out of trouble if responding to a trouble-maker.

As a son of the Commonwealth and a fellow bowtie wearer myself, I believe you should have the right to declare war on other nations, rags, or individuals who according to Sun Tzu fall under the category of war worthy.
