An honest question:

The term "Foreign Devil" is referring to a subset of people. But it maens something different in every nation. In nation A it menas anyone not from nation A while in nation B it means everyone not from nation B.

Would "foreign devil" be against the rules to use as a national animal?

I don't think it would as long as the 'foreign devils' weren't defined. To a paranoid enough gov'ment, any outsider could be seen as a "foreign devil"
