Security of Regions
Mercantilism

This is a moderation question. I know that if a region is given a password, all nations in the region have to be told what the password is. In the interest of regional security, and sleeping well, can one change the password of the region when they go to bed, wake up the next mourning, probably after update, and then tell everyone what the password is? This would protect the region from being conqured just befor update time, when me and many others are asleep. Please tell me if this is possible.

Well if youare a invader (or Defender) the moment you change teh pw, you have to give it to everyone in the region who should rightfully have it.
If you are a local delegate, then it is all up to the Mod decision.
And if you are the founder, you never have to give it to them. I don't think there is a specific ruling on native delegates, but I'm sure they have more leniancy then invaders.

as I recall if a native asks for it, then a native delegate has to give it to them.

AFAIK, this is not true. A mod should be able to give an authorative clarification.
Also, make sure you read the Big Invasion/delegate FAQ! (http://www.nationstates.net/forum/viewtopic.php?t=109397)

A Delegate is only required to give out the password to natives if BOTH of the following conditions apply:
1) The Delegate is an invader OR the Delegate is a native with invader support and does not have enough native support to maintain the Delegacy without invader assistance.
2) The Delegate imposes a regional password OR changes the existing password.

cool, in my regions I enforce the rule that if a local is given access to the region controls if he sets a password, he has to give it to anyone who asks, but only if they ask.
although I have two regions that will never have delegate access as invasion threats have occured there too often.
