I agree. Please ban his IP for trolling, being an idiot and a flamer. His first nation got deleted, but he didn't get the hint and just made another.

Back in the same thread, some people never get the hint.
Considering that he/she/it does not want to learn his/her/its lesson, this might require a more stringent measure than deletion.
