What qualafies a sticky?
Something that the mods believe would be of great interest/help to the players.

I put countless hours of work in the NationStates Super Thread (http://www.nationstates.net/forum/viewtopic.php?t=101878) with several nations helping me, many nations adding things, and several nations asking it to be a sticky, but it seems like mods ignore it. I myself don't beg for it to be stickied because it would be selfish, but I wonder why this thread, which is more helpful than many stickies, is not stickied. Please take a look at it and please tell me why it is not a sticky so I can stop wondering.

First I've seen it, never really looking into the RP Forums. I have stickied it, as it looks pretty good.

Let's put this simply. A sticky is a thread that mods make/make a sticky. It always stays at the top. It NEVER moves down. Stickies usually are to help NOOBs or whatever. They are there to tell you the rules, how to use the forum, what godmodding is, ect.
I made one like Nanakaland's, it was a Big Book of Nationstates Tools (http://www.nationstates.net/forum/viewtopic.php?t=123699) but unfortunately it was never stickied. I wonder why?
