The proposal UN Space Consortium wants to create an agency. From my understanding of NationStates rules, this proposal is supposed to be removed.

Only if the agency claims to do something in the game, like provide courts or give the players a chance to win a lottery.
We've got a patent bureau and several others. I don't think any players think we're asking for money to colonize the moon this week.
