I have been told that it is apparently against the rules for a Founder (or empowered Delegate) to eject a "native" of a region.

If this is indeed the rule (which I must admit I have not heard of before now), does it apply to all circumstances?

Can a "native" be ejected if, for instance, this particular nation causes no end of trouble?

Or, as I suspect, can a Founder or Delegate eject any nation he/she feels needs to be ejected?

I'm not a moderator and therefore what I say isn't official, but I do believe as Founder of the region you can eject whomever you want, for any reason.

Founders can boot nations for whatever reason (precedent found at http://www.nationstates.net/forum/viewtopic.php?t=38763). Delegates are subject to slightly tighter rules because it's effectively an elected position -> same precedent. Crazy Girl (I think) has a long list of how it works for region-ejecting in the Gameplay forum, but my browser's playing up so I can't post the link.

Our Founder is non-existant, i.e. he has quit NS and his nation is inactive for about 25 days.

Would this effect the powers of the Delegate at all?

And the nation we desire to kick has given us no end of trouble, seemingly doing all he can in his ability to just make us mad. He always brags that "if you eject me, I shall tell the Moderators," and seems to think himself immune from any consequences of his actions.

It's mass banning that is typically the problem. No matter that you don't have a Founder though...you'll still have to follow the rules imposed upon delegates. Trouble makers may be ejected, especially if you have the support of your region mates (never hurts).

At a guess I'd say you're safe. But I'll try to hunt down any rulings for you, so don't go pressing the red button just yet.

Cogitation and Neutered Spuniks are the ones who are well-up on this sort of thing, so when one of them shows up then they'll probably help out a little more than I can.
