No, it's not OK as a flag.
Historically, flags, mottos, and nation names have been given much less leeway by the mods concerning offensive content than posts to the forums. The forums can be edited easily, whereas customizable nation-specific fields can only be edited by a Game Mod or an Admin.
Futhermore, that word is specifically not permitted, at least in its full form. It's one of only two words the forum automatically edits out of posts, IIRC.
Just wanted to provide a little context for Sirroco's answer. :D

Almost, but not quite, correct.
National names, mottos, flags, and such are held to hgher standards than forum posts because you can reply to forum posts, but you can't reply to flags, mottos, et cetera.
Also, I'm not sure what the list of auto-censored words is.

Wouldn't pictures that are made with inappropriate words on that auto-censored list be ignored because it's only actual scripted words within a post that's checked by the auto-censors? I don't know how it quite works, it just seems like the auto-censor wouldn't pick up on something that's a picture rather than a text.

That is correct. Forum software packages use a search-and-replace algorithim to filter text. Image content is invisible to them.
(Though image URLs are text, so conceiveably a URL could get filtered and produce a dead link.)
