It's one of those "only on the internet" things, as far as I can tell. A British man has created what he calls a cult, which basically amounts to a group of people who go around doing good deeds (I think). Similarities to the Boy Scouts completely unintentional.
If anyone knows more than I do, feel free to correct my explanation. It was gleaned from half of a current affairs-ish report that I watched while asleep, so I've probably got all the facts around the wrong way.

I should've put "cult" in quotation marks. The impression I get was that he was bored and set up this "cult" to see how popular it would become, and when it did then he had to create something for it to do - only to see it grow to basically have a life of its own...and so on.
The interview I saw with him had him seeming to be rather bemused that it took off so much - think Max and NS, only in a British way.
