Each of my puppet nations (in various regions) received such a telegram. Am I the only one? Is this guy using a script or something else?

I think that he may be trying to antagonize Nazis. I haven't gotten that on any of my puppets that I've seen. I've really got to make some fake Nazi nations. . .

All I know is some nations in France, Italy, Poland, Israel, The New Meritocracy and other got this... I git it twice in a day.
