Wow.

Since the founder passworded the region, there's no need to send out the password. At all.

Also, since there hasn't been an invasion of the region, the concept of 'natives' is not applicable. Also, without an invasion having taken place, the rule about sending out TMs with the password doesn't apply anyway.

This leaves the issue of Regional Happenings spam by the Founder. Did you file a report using the Getting Help page? (see FAQ)

I'm fairly sure founders are allowed to spam their regions, too, but I could always be wrong.

I'm pretty sure that Founders can do whatever they want with their own region - with the obvious exceptions of posting abuse in the regional factbook or on the message board.
Seeing as it was only barring and unbarring the delegate from the regional control, it wasn't affecting any other regions so it seems ok.
But obviously, I'm not a mod so this could be overturned.
