I'm not responsible if natives are given the password and then forget or lose it, right?
Also, is it alright for the delegate not to not give the password out to everyone themselves, if they have a friend or an ally or a puppet give them the password (providing its correct), is that acceptable?

So... if a natives inbox gets wiped by someone else, clearing out the password, or simply due to high volume of TMs, the invading delegate can ignore a native who asks for the password?
Please note that an invading delegate cannot always know how a native has lost/not received a password.

No, I'm not, quite the opposite in fact.
Your "Yes and yes" response was exremely clear, and IMHO stated as far too absolute. It could use some extra comments that puts it in perspective. This will cause it to also be more vague, but that's the price paid for a proper answer.
I still prefer the previous "When you're an invader you know it" approach.
