Going back to "RacistScumbag3", since this is the third acount he's estalished, is it possible to block the IP address, unless he's using PPPOE or doesn't have an static IP.
its a legal offense if he comes back after an IP ban or a an actual written ban to him. You cannot return to a place after they have established that you are not allowed, and continue to harass people. Should he continue, and/or an IP ban not work, filing a suit is always possible.
