I have no clue who this is, I've never posted to them, nor seen their posts in the forum. I don't post often, so I doubt its about something I said.
You're a corporate police state. He probaby is a commie that hates cops.
eh, maybe. still annoying.
This cannot be considered flaming in my opinion. Just ban him from sending more telegrams.

File a request via the Getting Help Page (http://www.nationstates.net/cgi-bin/index.cgi/target=help), keep the tm in your box, and, as mentioned above block him.
The mods have not announced that they will now stop prosecuting spmming, and it is still illegal in the TOS, so I assume that they will deal with this.
And I personally would count this as flaming, but the mods may not, although you should still submit it for them to decide.

I have warned Supergenius for sending abusive telegrams. A few nations who got those telegrams sent him telegrams in return, so I check their TG obxes as well and found copies of the same abusive telegram. So, you're not the only target.
If anyone else gets telegrams from this guy, report it to the Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page.
