I was just wondering, is a looooong recruiting message considered spam ?
or is it only the quantity ?

Length doesn't matter, unless spamming up the message causes the length. I've gotten some pretty long ones before. You really want to keep regional ads short, catchy, and to the point. Long ones would tend to detract from the amount of people that would join.

ah but a long on can show the person reading that the region is an organized one and not just one that has been thrown together
I would rather join a well thought out region that I thought would last a while then one that might die in a matter of days
