He was inactive for 28 days, and since he was not on Vacation Mode, his account auto-deleted at that point.

The nation Schumania was idle for 28 days and since it wasn't in vacation mode it died of inactivity.
Members of Europe asked for a new Founder to be appointed, and due to special circumstances the Mods decided that in this specific case a new Founder would be appointed. And so it was done.

As far as I am aware, the Founder of Europe died of inactivity and a new one was appointed. And before people ask about the Founder appointment policy, it was an extraordinary measure, that region being over 600 nations strong and almost on a par with the Pacifics in terms of activity. As a rule, Founders are not appointed by Mods.
