The region of God Loving People, of late, have come under the attack of several nations. The region is set up for Christian minded people to join together for fellowship. We do not go around to other regions slamming their faith nor non-faith.
Recently there have been four nations banned from our region on the basis of being offensive to our members. The founder of our region has been informed that if this multiple banning continues He will be under suspicion. I don't know, as yet, which Mod told him this.
We do not have a password on our region, nor do we wish to place one on it and thus keep well intentioned nations out. So our only course of action, according to the game rules, is to ban problem nations. Is there some other way for us to handle this, besides a password, without causing undo concern for our founder?
One recently banned nation even took the set of telegramming me and I have a copy for you here:

This is cleary just some childish person who has nothing better in his life than to spam people of faith.

We only ask that we can have the right to ban such people from our region, and to report spamming when it occurs to remove the people who try to ruin this game.

I realize that it is a game request and that the getting help page address those. However: the one main reason I also posted here is because part of the problem involoves an action by a Mod and I am hoping whichever Mod it was might get a look at it here.
This is an issue we have been dealing with for three or four days and it is causing a lot of trouble in a quiet little region of only nine nations. No problem exsisted until we banned the first nation and then the spamming started. We think it may all be the same person or friends of that person.

I think there is an automatic response to any kind of rapid banning from a region. I know our founder got a message to that effect when she banned a couple of invaders a wuite a while ago and nothing ever came of it. Founders can't get in trouble for doing things that get delegates in trouble (banning every nation, passwording the region, and letting it die for example). Wouldn't worry about it to much.

Wouldn't worry about it to much.But the founder is the one getting the warnings and I (the delegate) did some of the banning myself.

As long as it's the founder doing the banning, there is no problem. The Delegate, however, does not have the right to ban everybody/mass numbers of nations.

I think this might depend on this persons other posts, in assiton to what else is going on. player could be RPing to be the spawn of satan. That said, if this person wants to play it legal, they are on a VERY fine line, and need to mind their Ps and Us.
