"wildcards"
I am new and a nation has just joined the private region that I belong to, without the password, claiming to be a "wildcard." Can anyone confirm the legitimacy of this claim, so we know that we don't have black market pirates in our region?

That's very suspicious. This guy has a very new nation, and I've never heard of anything like this in all of my time here. Only the mods would know for sure, but I don't trust this guy.

Wow .. that is weird. Well, there are faaaar to many small/new regions to do that, but I can't think of a way anyone would be able to get into a passworded region without the pass. But ... your region doesn't have a pass ... which would explain how he got in (no one has set one .. the regional happenings isn't full yet since the region was created). Definetly don't do anything like tell him your password, though.

Hmm...can you set the password as you are making the region? 'Cause I know the happenings aren't full and there is no "password set " happening (never made a region so I don't know).
Thanks for your help, I believe it is really just someone else in my region trying to be sneaky. Hopefully he won't break the rules and join the UN with both countries...Anyway, I'm blackmailing him and there's nothing wrong with that, right?

Yes, when creating a region all items in Region Control can be set as initial state.
