say that I visit a region and gain delegate power. however, I boot everyone out and wait for the region to die. then I found it and invite everybody (and they come) back. is that legal? I mean, this particular region only has 1 person.
I would bet not. Booting everyone out of a region and killing it (when you are the delegate, especially an invading delegate) is very illegal.

In such an event, the original Founder would be restored if possible, and your nation(s) and possibly those endorsing you would be put to the sword. Griefing a region is bad enough, installing yourself as Founder and inviting the natives back would be such a mockery of the rules, the punishment would be spectacular.
