Is it technically spamming to move into a region, leave a message, and leave, providing that the message is not an ad?

The context:

The Delegate of Australia is a member of an organization that I don't like.

Several Australian natives also don't like them, and a discussion started in the Civil Headquarters. I felt the need to make a point-by-point response to one of the messages posted, so I moved in and did so, then moved back to the RR.

My personal take on this is that if you're moving out of the region to avoid getting banned, it's a sign you're doing something wrong. If you're moving out of the region because you're done talking, there shouldn't be any harm done and you won't be back, right? Things get iffy when the situation repeats itself. If they ask you to not do the move in/post/move out thing, then stop doing it immediately (there's no such thing as a 'right' to talk on a board). Also, if there's no need to move back immediately, don't. Give people some time to respond to you posting (even if the response is you getting banned).

I agree that the region might not like you jumping in, but I don't see how the act itself should be against the rules. If the intent was to flame, post anything against the rules, or to spam the regional happenings then yes.... but if it is just to pop in to make a comment, why should it be against the rules? It isn't as if they can't simply PW the region if they don't want you in it. But even if this wasn't an option for them, I can see no reason for the rules to ban a player from stopping by a region to respond to something.

Just my devauled 2 cents.

Personally, this sounds acceptable to me. Puppets of mine have done this before for conversations. I do not see your immediate leaving as necessarily to avoid banning, but due to the fact that you have a large region to manage. Of course, if they ask you to leave/stay out, that's a different matter.
