Be more liberal with IP bans.
There is a gentleman named 'Negroekillers' in the general forum right now. He will most likely be deleted soon. However, the situation is that most likely, this individual has other nations here and chose this name to spew filth with without risk. I don't know if the moderators have some method of keeping track of which IPs make these deleted nations, but if the same people are creating nations, even occasionally, specifically to flame with, then it's time for a stiffer action.

An IP ban is rather big, it means the person can never come to this site again. I think only a few have been given out, and each was very big. IP bans are like a last resort...

Indeed. It's like an IP ban, but for a short amount of time. It's called a forum ban, and you are not banned from the site, but the forums. Easily avoidable by a puppet, but if your IP is caught, then your nation is deleted.
You may remeber Broadband who was banned from the forum for 2 weeks. Beeker was banned for 1-2 weeks.

It's still fairly rare though, and it's nation specific, so it really wouoldn't help out in the way LG is asking about.

If I grasp things correctly, when you see someone who should be IP-banned not getting IP-banned, chances are it's because he or she is on AOL, and can't be banned without losing a lot of innocent folks on AOL (I don't fully understand how this works, but I'm guessing a lot of AOL users share one or a few collective IP addresses?)

Getting back on topic, IP bans are heavy, but they don't seem to be consistent. In my point of view, there should not have even been a question about the IP banning of Child Molesters R US. The moment he appeared on the site, his IP should have been blocked, pure and simple. That kind of crap is filthy, degenerate, and disgusting. It has no place on NationStates, and by not IP banning him, the mods pretty much gave him a chance to do it again. And he did.
While I am all for second chances, in cases like that sicko, they are literally out to cause as much havoc as possible. Maybe we should've ignored him, but I for one am glad we didn't. I can only hope after his second round of filth that the mods finally did ban him permanantly.
I am not familiar with anyone who has been IP banned, but I am assuming it is cumulative. Maybe (the ever-so-famous :roll:) Marathon is? Going from things I've read, Beeker is probably awfully close.
Maybe I went off on a tangent about the specific nation, but I believe that in general, somethings should warrant an IP ban immediately. Don't give a second chance to someone like that.

I agree with LG. I think that it is quite ovious that these type of nation are just here to make racist and discriminatory posts. IP banning them would stop this, full stop.
I'm in favor of more IP bans, for places like freemantia who still come on here under different names.

The only ones I can think of offhand are Marathon and Zoland/Perrier.

I would agree, but based upon past performance I would fear that the ones banned would be innocent clowns while the truly offensive people play on.
Just my opinion, but that seems to be the pattern.

While I'm not sure where you're seeing this pattern, I would nevertheless venture to hypothesize that someone with racist views can toe the line {between espousing politically-controversial views and trolling} while an anti-racist might cross the line when responding.
