Possible Region Griefing (SciTechnius)

14 or so nations have recently entered SciTechnius and, after seizing the delegacy, began expelling many nations.

Expelled (Those that I can remember):
Myself (Bigger Sameness)
Lesser Equaldom
Andf
No French
Sarcasticstan*
Montrose Sucks (it might be Sux)
Anair*
OnCrackistan*
Rooster Teeth Puppet (a puppet of Rooster Teeth...)
and possibly many more
(those marked with an * are nations I'm not entirely sure were expelled, but am reasonably sure they were)

The "possible" offenders:
Wood is Sexy (current Delegate)
Anstinon
The crown of swords
Takami
(obviously more helped them, but I'm not sure who... no one else is talking on the region board, perhaps they are multi-ing? I have no proof of that though, just a suspision.)

I say "possible" because I'm not quite clear on what the rules mean by region griefing. I understand it (shakily) to mean crashing a region and expelling more than just the Delegate and some of the higher level endorsement holders. In searching the forum I also found it defined as crashing and ejecting anyone... so I'm rather confused.

I'm also confused about if I should post here AND file a request by the help page (which I have done), or just use the help page. I figured it was better to be safe than sorry and am doing both, at the risk of a reprimand.

To walk in and take over the Delegacy is legal. What is not legal is the following:

1) Placing a password on the region and not informing the natives of what the password is.
2) Banning any native permanently/indefinitely. Any natives that are kicked have to be removed from the ban list. I am not clear on the timeframe within which this must be done; I'll let another mod clear this point up.
3) Expelling more than a small fraction of natives. We use 40% as a measuring stick, but this is not a hard and fast limit, so don't expect us moderators to hold to it with precision.
4) Flaming, flamebaiting, or trolling.
5) Spamming the Regional Happenings ticker, the Civil Headquarters board, or anyone's telegram box.

I may have forgotten a couple of points, but the above I'm pretty sure of.

Finally, we prefer that this be reported in Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page.

Thank you for clearing that up for me.

I would like to add that the natives of the region have not been told the new password (to my knowledge, I have talked to some of them). In addition to this, the current Delegate has changed the password frequently in a short period of time.

Regional crashing with griefing falls under "Cheating".

If in doubt, "Other" is a good category.
