Does anyone else have trouble understanding what this player is trying to say, or is it just me?

...my head hurts.... terrible grammar; fragment sentences...wrong tense; unlogical switch between verb tenses... I'm scared Collaboration... How can this person be allowed to live?

We couldn't agree with you more completely. :D
However, upon further review of the original post, we believe we have developed a reasonable translation of the issue: "One of my friends has two UN nations, and he has made himself a delegate by having one nation support the other. I want both his nations to be ejected from the UN. How do I go about doing this?"
We don't understand why he didn't name this person. It would make the moderator's job much easier.
Also, shouldn't this post be moved to Technical or Nuts & Bolts?

Actually, they were correct not to name names. Since this can only be proved or disproved by Mods and not by general observation, it would be unjust to make accusations against which would end up hanging in the air, bringing the player into disrepute.
The correct course of action would be to file a report, giving all relevant information, via the Getting Help page. It is, of course, confidential.

Better?
What you would do is go to the getting help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page and file a report under cheating.
