Abuse of UN Delegate status in regions

It has come to my attention that a number of people are trying to gain control of a region by making themselves UN Delegate.

This is executed by:

1. Creating (x) amount of nations and using different e-mail addreses to become a UN member.

2. Moving all ther nations to a region with no UN delegate

3. Placing endorcement to the one nation making them UN Delegate!

Region invasion is not against the rules, though. As long as it is by the rules, there is nothing to do. If they are cheating, it is a different story...
