They only Apologize when their superviser tell them they have to. Mod=God [violet]= Mod GOD. The more you aggravate them, the less likely [violet] who reads Admin@nationstates.net will be sympathedic to your cause.
If she is not sympathedic to your cause, she won't overrule the Mods. Thus if you want an apology from the Mods, then you will want sympathy from her. (and the postmaster General is not a Mod and has already apologized for the weakling comment)
