I recieved the following in my telegram box from somebody who I do not recall ever hearing of before, and I'm not sure whether it is n reponse to a post thatI made (In which case it is posting/sending abusive messages) or whether it is out of the blue (In which case it is spamming).
Is it worth submitting at all? If so, which should I send it as?

If it's only one telegram, then it's hardly spamming.

That was one of the questions for the mods.

I think that it might be in response to my "Before Contacting a Delegate. . ." sticky, which many proposal submitting new players seem not to like.

Look if he wants to report it then let him, its then down to the Mods to decide whether they need to act or not.
