Ive noticed some older regions that dont have Founders have been having certain nations put up as founders. How is this possible?

It is possible if the nation that originally created that region is still there and is given a popular vote, by the residents of the region, to become the founder with it's 'privelges'. So a vote in favour of a certain person is generally needed.
As I understood it,the mods at one point allowed regions created prior to the position of founder the request that the founder actually be given that position.I think that they no longer do this,at least I am sure they don't do it unless you actually founded the region,if you did they may still not do it,but I'm not sure on that.
