Moderators- Selected individuals that help people in the forums and have special powers to close topics, delete them, and some can do other things with the UN and deleting nations.

Beaurocrat is a forum ranking. Depending on the number of posts you make, your rank will go up. Moderator is a custom title that wont change. Negotiator is from 1,000-1,999 posts (I think??) I am a powerbroker. (2,000-4999??).

Anyway. The ranks are only reflective on the number of posts you make and affects your nation in no way.

The moderator moderates the game and the forum. Negociator and bureaucrat is a player's rank (not moderator) tied to the number of post placed in our forum.
