Has a mod ever been deleted? Well, likely, given the nearly two decade life of the Internet, and the massive user base implied therein.

As far as I am aware, no Moderator has ever been deleted for rule violation after being Modified, and it is likely that a background check to similar effect is made before Modification.
EDIT: In this game, at least.

We are required to remain impartial at all times, to stay within the rules with all our nations, and to clearly seperate our Mod duties from our game-playing. Using our powers to achieve a victory in NS World, by for example selectively ejecting a few key nations from the UN, is not allowed. Everything we do is logged in real time and reviewed by [violet]. There is no question that any abuse of power will be quickly noticed, and action taken.
I hope this makes things clear.

If you're talking about The Vast, where I currently reside, that "spam" on the regional board is actually an accounting of a few of the regions I have restored to their rightful owners...

Keep in mind that modding is an enormous drain on the time of those who do it. Although some mods and former mods do hold powerful political positions(Ineptia and the retired mod Grated Cheese), in all such cases they already held this position before becoming a mod.
