Since this is resolved and the thread has changed to a more interesting topic, I have decided to change it

I want to double check that this is illegal before reporting it on Getting Help.

I'd heard that it was against the rules for regions to recruit on the message boards of user created regions. Or at least unless you were a native of that region and had then created your own region and want your "ex-comrads" to join you (which I assure you, no member of Hyar-whachamacallit except for Crybaby Liberals has ever been a native of ZF and the recruiter is the only other member to have even entered ZF)
Is this correct?
Keep in mind that Hyarmendorath was a larger region(three pages, if I recall correctly, on Friday, but is now one nation smaller than us) and as one member of ZF, (at the time a member of the UN, but who either left or was booted) has left already, and this is the second time that the recruiter has entered ZF, I am wondering if this region has it in for us, or is merely desperate as the region shrinks and is using the logic "where one member comes from more might follow).
Also, if this is reportable, which category would it go under?
I'm thinking "Spamming," but I am not positive.
