What do you mean by forum? If you mean an offsite one, then we can't do anything, it's up to the moderators of that site to fix things.
If you meant regional messageboard, report under 'spamming' at the getting help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page, saying exactly WHO and WHERE.
