Is the word ****** allowed to be said (especially in the offensive way)? Or would it be deemed offensive and thus not allowed?
Sorry if this question has already been answered and you have already stated the ruling on this word.

Allow an old man his two'pennuth. I don't know if it's against NS rules but I do know that it's extremely offensive to most blacks. Most of us wouldn't dream of using that vile word, given its current meaning.

It looks like Cogitation has given out an official warning for its use, so I would say this is evidence that it is frowned upon.

If a black man called a man from the southern states of America a 'red-neck' or 'white trash', that would be rightly looked on as offensive and insulting. If the white man called his brother a red-neck, it would be taken in context. Same with 'Kike' for Jews, they can mockingly refer to themselves as kikes to make points and for fun, but if I, a gentile, called a Jew a 'kike', it would be offensive. I think we all know the difference, let's not pretend. If Sputnik 'grammed Cog and asked 'Hey you mod git, what was that all about?' the 'insult' wouldn't even register, it would be an 'in-house' remark. If I posted and asked 'Hey Sputnik, you mod git........', I would receive a less than cordial reply. Let's have some honesty here.

I was talking about when people use it in an offensive way and context, not when talking to each opther and messing around.
Odd that a Q of this sort in the mod thread would get no mod response, but they are busty beasts of burden. I would have to assume this should be prohibited. It is offense, at least in accordance to the def. of those who use the word in an offensive manor.

Spherical Objects is correct. The current relationship between the person making the comment and the target of the comment weighs heavily in determining whether or not a comment is offensive.
For example, one player recently made a comment that I thought was taunting another player, so I issued a warning for flamebait thinking that the taunting was malicious. The person who made the comment responded by saying that it was intended as friendly jest, so I spoke privately with the target of the comment . The target of the comment confirmed that it was, indeed, friendly jest and that he was on good terms (or, at least, improving terms) with the person who made the comment. So, I retracted the flamebait warning.
Malicious personal attacks between players who don't know each other, or between players who hate each other, are flames and will be treated as such. Banter between friends is not flaming.

Exactly. You wouldn't be rude, such as joke, in front of somebody until you knew how they would take it, therefore by uing such language as '******' etc to somebody that you don't know, especially if you are white and the 'target' is black, can be seen as offensive.
