I think this sort of thing is usually handled through the Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page.
EDIT: Oh, wait, that's for inactivity deletions. Moderator actions are more tricky.

I would suggest not bothering as I think that "The Republic of The Cat in the Hat" would sound better than "The Republic of Cat in the Hat", anyway. 8)
