Is moving to a region, posting a message, and moving out considered spamming?

It depends. If it is recruitment, and not a feeder or the RR (sorry), then yes. If it is a feeder or the RR, then only if it is done with regularity. (You know my non-binding rule of thumb of once every 24 hours).
If it isn't recruitment it becomes more interesting and will need to be judged on a case by case basis. If it falls under the standard rules of spamming/griefing, then of course it is spam.

Okay, my particular case:
Someone in the region of AZN Pride posted a technical question (namely, 'who's [mantle]? Is he an admin?') on the Civil Headquarters of that region. I went there and said that [mantle] was simply a Forum Mod and that his main nation was Grated Cheese. I then left.

That would not be considered spam. This is simply a simple message related to a question posted. I used to see things like this much more commonly in my early days with the game. No fears.

If it appeared in the forum, I would treat it as spam. I'm pretty sure the Game Mods will treat this the same way. Report it through the Getting Help page.
