Not sure they would. They are unwilling to appoint Founders any more, except in very special circumstances, such as in the aftermath of a griefing. If the reason you need a Founder is to enforce a regional no-UN policy, I would say they would refuse.
The best way would for you to start a new region, and put a founder in place.
