Since I've never encountered anything quite like this before, I'm not sure prescisely whether it goes in Mod, General, or UN forum , so I'm putting it in Mod for reasons to become obvious.
Please read the whole post before replying.
Note : I have already filed a mod report.
I was browsing through page 17 of listed proposals, and I saw two with nearly identical headings. They are:

Category: Moral Decency Strength: Strong Proposed by: Zu Darkness Description: The Uniterd States of Ghill is threathing war on my country for some strange rason. This is a direct viloation of rights and I have not provoke any country at all but I will not tolorate any harm to my citizens. This is a world issue cause this could be a break of a World War for everybody. If the world cares please respond

Note that all three(Ghill included) are two days old and Zu Darkness and Hillg93 are both UN members.
I therefore filed a mod report under UN multis.
I am wondering whether it would have been better to file it under "Submitting Inappropriate UN Proposals," both, or to leave it alone for a while since the player is new and might not know any better, or sent the player a warning tm and one telling him to run future proposals through a spell checker.
