Bumping Threads Frowned Upon

Posting a thread that does not get a response happens, and sometimes the people who will reply to such a thread miss it because it slips down to page 2. Yet now, Stephistan has decided we're not allowed to bump a thread which has not been replied to. This will hinder alliance and regional recruiting severely, as many recruiters rely on bumping their thread 2 or 3 times so people can see it.
Have the Mods (other than the overactive Stephistan) decreed it to be illegal to bump an unreplied to thread after it has remained hidden for an hour or two?
Some clarity, please. There are no written rules on bumping threads.

I think that this is utterly ridiculous and see no reason as to why people should not be allowed to bump.

For evidence of Stephistan's decision to crack down on bumping threads, view her reply to my bump on this topic: http://www.nationstates.net/forum/viewtopic.php?t=72510

It's really a judgment call, but here's a few basic guidelines:
1. If the past 4-5 posts have been nothing but "bump," it's a pretty sure bet that nobody cares. I usually don't bump a topic unless I have something truly important to say. I also makes exceptions for older topics bumped for either historical purposes or to get said thread early in one's history--as I did recently with my Granny Slag thread.
2. If they're bumping every fifteen minutes or so, they're probably doing so the second their thread falls off the first page. You could warn about that.
That's all, really. Just use your judgment, and you'll do fine.
I asked after one bump that you please not bump again unless some one responded to your post. It went over two hours without a single response. You then explained to me that nobody would probably respond to it but would probably telegram you. All I asked was that you didn't bump it again to keep putting it back on the first page if no one responded to it, as it would appear no one was interested. Since we have bantered back and forth and kept bumping it now 4 times without any response, I thought this was fair.
Although you actually have one person who has responded to your post in a negative way who more then likely would not of had all the bumping it back to the first page had not went on.

Well, I can now understand as to why Steph said that.
From what you had been saying Fantasan, it sounded like you weren't even allowed to bump a thread once anymore.

1: The thread had only been bumped once, not 4 or 5 times like SLAG said was going too far. You should have the right to bump your thread once or twice, especially if it invovles recruiting, which takes time and may depend on a particular group of players who aren't when you first post it.
2: It was well over an hour when I bumped, not every fifteen minutes.

You don't seem to understand. By you arguing the point with me, it was bumped 4 times. If you had not argued with me and had taken your concern to mod right away, it would not of been bumped to the first page 4 times with you and I going back and forth. I didn't lock your thread. So, I used my judgement as Slag recommened following the basic guidelines he suggested. Of course it is up to each mod to decide on such issues for themselves. I decided to ask you not to do it. I took no actual action.
It also seems to be a non issue now as people are posting to your thread now. So, I think we can say subject closed?

I can understand, and agree, with both of your points of view.
Bumping once or twice is okay as long as they are done well apart from each other.
