Well I don't think that the mods would stand for that. Also there is rules against that.

I'm surprised the board doesn't censor it...with all the PC shit that's going around the board nowadays.

It's officially considered offensive. If you see such a national animal, please report the nation through the Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page.

And, if you do report it in the way Cog suggests, the standard form of what ends up happening is that the nation's animal would be changed from whatever to "animal" (or currency to "money"). It's usually not a deletable offence, unless it's coupled with some other nastiness.

How long does it take a mod to reply to a 'telegram' sent from the getting help page?

How many times does the offending nation get to offend, (change it back to the offensive term) before they are punished further.

Well personally speaking the only Mod to ever reply to a telegram, was Yavin.

Varies depending on how much is going on both here and in the real world for the mods. I've recently dealt with three "offensive animal/currency" cases where the request was stamped as received less than one day ago, but there are obviously some situations where it'll take longer.
Another factor is that cases where two players accuse each other of griefing or something like that tend to take a little longer to resolve since we need to look deeper into the issue.
I do try to respond either personally or as "NationStates Moderators" to the player reporting something once it's been fixed up, but other considerations often come into play.

Grivinis - if the offending nation simply changes the currency/animal back to what it was, I've been known to delete them summarily for that since it's quite clear that they're not learning any lessons from having it changed in the first place. Other mods might use a warning system, but I can't speak for them.
