Your friend should have the password. If no-one does, it is a bit dead really, unless (s)he specified an active e-mail address in the Settings. You can then click for a password request, and receive it by e-mail. I am not sure the Game Mods would be willing to look inside and give it to you.

Tactical Grace is correct. If your friend supplied an E-mail address in the Settings (http://www.nationstates.net/cgi-bin/index.cgi/page=settings) screen when he last used that nation, then the Game Moderators can send the password to that E-mail address knowing that the password is going to the owner of that nation and not to someone trying to steal the password.
If no E-mail address was supplied in the Settings (http://www.nationstates.net/cgi-bin/index.cgi/page=settings) screen, then your friend has no way to prove that the nation is his nation.

Oh well I will tell him then.
It says:
Done! You will receive an e-mail shortly to notify you of Tatanka's new password.
So if everything is allright he will soon have it's nation back :)
