Could someone please confirm if this is Spam.

To everyone,

Recently recieved a TG from a "The Democratic States of Aaronakia" asking me to endorse a UN proposal,

Now on my current (addmitidly n00B) understanding, this is spam, but not for me to decide,, however what struck me was that I am not acctually the UN Delegate of my region any more (The Universe), and hence won't be able to approve it anyway.

Just wondering, and hoping for some clarification.
