OOC: This is the sign-up thread for Fleet Week at Layarteb City 2009. Please read all of the applicable information below. Every year I have done a Fleet Week on Nation-States to coincide with the real-life New York City Fleet Week. This year, New York City is hosting Fleet week from May 20 through Memorial Day. This is a "fun" RP with parties, displays, demonstrations, and plenty of ego building. Registration can be done during the RP too, I don't mind but you can't participate unless you sign up here. This is open to all, you don't have to be in Earth II to participate. The RP will be held on the Jolt Forums with the link at the bottom of the thread. Post any questions and let's get it started!

LAYARTEB CITY HOSTS FLEET WEEK
INVITES INTERNATIONAL NAVIES

This year, the Empire of Layarteb will host its twenty-second annual Fleet Week at Layarteb City between Thursday, May 21 and Monday, May 25. Since 1987, Fleet Week at Layarteb City has been a spectacular event with displays, technology debuts, demonstrations, parades, fireworks, and air shows. This year promises to be all of that and more! In the past, the Imperial Layartebian Navy has debuted its Enterprise class supercarrier, Heretic class guided missile frigate, F-14E Super Tomcat, the Overburdened class battleship, and in 2006, the Emperor announced the realization of the Empire and the end of the Conquests, after twenty-six years of fighting.

The Empire of Layarteb's Ministry of Foreign Affairs cordially invites all countries of the world to participate in this year's Fleet Week at Layarteb City. In the past, attendance records have surpassed the one hundred million mark for this week-long affair with plenty of foreign nationals in attendance from dignitaries to naval enthusiasts to young women looking for handsome sailors. Pier spots remain open but time is crucial.

This year, the Empire of Layarteb shall debut the Huascar class and Ra class corvettes. In addition to the Empire, navies from around the world will be on hand to debut their own military technology as well as conduct demonstrations and participate in the weekend air show, which will run from Friday, May 22 through Saturday, May 23. Exhibits, fireworks, parties, presentations, debuts, aerial aerobatics, and much more awaits you in Layarteb City this coming week.

RULES & REGULATIONS

Please read these rules and regulations to Fleet Week. These rules and regulations must be followed at all times and cannot, under any circumstance, be bent or avoided. Failure to adhere to them will result in immediate ejection of your party from the Fleet Week events without refund. If there is an issue with these rules and regulations, please advise the Ministry of Foreign Affairs before you arrive and accommodations may be made. The Empire reserves the right to deny any accommodations and entry as it sees fit. These nine rules are not the only ones in effect and the Empire reserves the right to change these at any time without prior notification.

1. The Empire stresses law, order, and security above all else. Any foreign dignitary who violates the laws of the Empire can and will be subjected to expulsion, prosecution, or penalty, depending on the severity of the incident. The Empire reserves the right to detain, try, and sentence all foreign dignitaries and nationals should they violate the law of the Empire.

2. All naval vessels that arrive in Layarteb City Harbor cannot use their offensive weapon systems, due to health hazards. All weaponry must be stowed and all weapon systems must be on "SAFE" setting. Failure to adhere to these guidelines will result in immediate ejection. The Empire reserves the right to inspect all vessels in accordance with this guideline.

3. All aircraft that arrive cannot be equipped with weapons of any nature. Aircraft guns may be fitted but ammunition cannot be present in magazines. The Empire reserves the right to inspect all aircraft in accordance with this guideline.

4. Should it become necessary for an emergency evacuation of foreign nationals or dignitaries to take place, the Empire will not, under any circumstance, impede this evacuation. However, notification must be given to air traffic control staff, harbor masters, and/or police personnel to ensure a safe, timely, and unchaotic evacuation, as well as to not induce panic.

5. Acts of terrorism will be considered acts of war against the Empire and will result in immediate and overbearing retaliation.

6. Payment is to be made, in full, prior to May 22 or else all reservations will be forfeited.

7. All currency must be exchanged to Layartebian shingrots. The current exchange rate is §1.00 = $1.89; $1.00 = §0.53 and will remain as such throughout the entirety of this event. Price wages are fixed to avoid gauging.

8. The Empire reserves the right, at any time, to eject any personnel, regardless of diplomatic status or nationality, for any reason whatsoever. The Empire does not require that this reason be explained to the ejected parties.

9. Any accrued expenses must be paid prior to the egress of your party. Any expenses not paid will be applied to your respective treasury at an interest rate of 20% APR.

10. Any naval vessel with a draft in excess of 57.41 feet (17.50 meters) and/or with a displacement in excess of 200,000 long tons (203,209 metric tons) will not be allowed into Layarteb City Harbor and must remain out of the harbor. A specially designated area for these vessels will exist south of Staten Island.

CLASSIFICATION LEVELS

Standard: Standard classification is the normal level of encryption. It is equivalent to the standard levels of encryption seen on most secure e-mail clients.

Confidential: Confidential classification is a higher level of encryption than "Standard" but it is not heavily encrypted. It is used mostly for flash traffic to foreign countries and requires some additional decoding time. It uses 512-bit RSA encryption methods and has several key ciphers that change unpredictably.

Secure: Secure communiques use 1024-bit RSA encryption and several key ciphers within them that change unpredictably to ensure that message traffic is not hacked or decoded. Access to said messages would require heavy cracking software and significant resources but it is not "uncrackable." It can be a viable level through 2010.

Encrypted: Encrypted classification is the second highest level of classification. It is uses 2048-bit RSA encryption and multiple key ciphers within it to ensure that cracking it would take such a significant amount of time to accomplish that, should it be done, the message's usefulness would have already expired. Though anything is crackable, because of the methods employed, this level is often considered "uncrackable" by current capabilities. To ensure revolving protecting, ciphers and encryption algorithms will change unpredictably. This level is sufficient until 2030.

Well, you've been invited to attend the 22nd Fleet Week at Layarteb City. It will be held immediately and it will be an international event with parties, fireworks, et cetera. I've done four of these already, this being the fifth, and they've been big hits. However, none of the RPs have ever been actually completed. Why don't you help me out and make this one complete. Now, when I say what days it will be held, that isn't a static date range. The RP will begin immediately (link to come later and will be posted below). Consider things fluid so if you register now consider really you having done it a month ago. This thread will remain open and as the OOC shows above you have to post here before you an RP.

I encourage you to take part in this RP and, in doing so, here are some ideas and requests. First and foremost, please provide pictures for all ships or aircraft you present, to spice up the RP. Please provide, if you have them, pictures of just about anything else. I love pictures in RPs. Actually just picture the thread up! Secondly, please don't spam this thread and also keep it to some sort of decorum. I will ask the MODS to delete posts if I have to, especially for n00bishness. Thirdly, please ask me if you're going to do something like "attack" someone or what not. I'd like to keep that out of the RP but, if you really want to do it, we'll discuss whether or not we're going to let it happen. This may be godmodding a little but it's a liberty I intend to use to make everyone happy.

Everyone is welcome, whether I like you or not. If you want, you can even RP as just average citizens of your own countries walking around, looking at displays or what not. Again, please use pictures in your posts, it really spices up the RP.

I doubt anything sent to Fleet Week 2009 by the Goodrule would come back in one piece. Can't join due to IC reasons, and due to the fact I don't like mixing alternate existences of the same NS to avoid causality ruptures.

As the OOC definitely insinuates and my factbook says, Layarteb City = NYC

But you should know too that obviously if you register for fleet week and don't actually appear and are caught lurking in the harbor, in essence spying, it's still a hostile act. So I'm not sure what your aim is here.

Suffering six criticality accidents, three reactor meltdowns and a single China syndrome that almost sank the ship, the Birkanian ballistic missile dreadnought Omen proved the sailors, firefighters and HAZMAT cleanup personnel of the Birkanian armed forces to be a very efficient force of brave and patriotic men. However, its purpose was launching missiles, not causing widespread radiation sickness, so it was turned into a diesel-powered ship, the biggest known to the Birkanians, and it comes as no surprise that it is constantly escorted by a small flotilla of oilers.

The ship, lead of her class, was originally designed as a floating missile silo; the Omen was gradually given antiaircraft and anti-ship weaponry until it was turned into a fully-fledged dreadnought capable of frontline operations, if one doesn’t mind much of the crew quarters, the auxiliary latrine and the tennis court had to be sacrificed to achieve the performance. The changes proved successful, and it is credited with sinking two other super dreadnoughts twice her size, bringing painful –and most times, slow.- victory over the enemies of Birkaine everywhere she floated, and giving the nation something to boast about.

Equipped with 32 tubes for the launch of the P-500 missile as well as vertical launch silos (deployable ones for fanciness) for teather-range ballistic missiles and even the dreaded (by Birkanians more than enemies) SS-N-65 ICBM of indigenous construction; and comes complete with means of self-defense in the form of VLS clusters for Tor missiles and an AEGIS system. However, that doesn’t matter much compared to the fact it has an enormous statue of the Birkanian dictator Viktor Yulianov, plus huge parabolic antennae it can use to track and guide ICBMs. The large propaganda speakers atop the mast come as a bonus.

Upon hearing your dock is too small to hold the two million-ton behemoth, and after discarding the captain’s suggestion to ram the ship against the shore as irrelevant and alcohol-induced, we will gladly have it sitting outside. It’s big enough to be seen from there, after all.

Now this is at least something that can fit in most harbors. After yet another majestic, glorious crushing victory of the brave men of our great nation over imperialistic cowards was brought mostly by battleships instead of naval aviation or missile cruisers, the Birkanian Navy decided to fund battleships more than anything else. The Upor-class is the culmination of the almost-clinical obsession of the Navy with floaty things whose guns outweight armored divisions and outsize airports. Well, maybe not as much, but still, 20” is something to fear, especially when laser-guided.

These ships posses an interesting all-forward gun arrangement mirroring the IJN Takao-class of four 4x 20” gun mounts akin to the Richelieu’s but with the caliber of the Muteki Nippon/Super Yamato-class battleships (which we also have.). It also posseses a flight deck on the rear just like the Ise, a very sloped prow like the Yamato, the antiaircraft armament of our famous Emissary-class antiaircraft battleships, and the leaks of an old U-boat that has recently been hit by depth charges when it fires all of its guns at once.

Returning to national pride, the Molnya posseses a flight deck of an acceptable size, able to house several CTOVL fighters such as the supersonic AV-8D, much loved by Birkanians.

A showy arsenal battleship based on the hull of the old Bismarck-class battleships and what the Emissary-class battleship is meant to provide targeting for, specifically designed for the purpose of providing air defense over the fleet, it posseses nearly no AShMs, and is instead filled with oozes of anti-aircraft and anti-munitions weaponry. It is designed from the keel up to defeat and utterly humiliate missile-spamming ships, and also does its fair amount of parading around the beaches of Birkaine (or in the beaches, until its anchors were reinforced) so this fair will be nothing new to its crew. In combat stances, it usually hangs around close to the Emissary-class ships.

A small escort carrier, with little other purpose than carrying the aerobatic team to your shore, but might appease some carrier fans. Credited with being the first carrier of the Birkanian Navy to defeat an enemy ship in surface combat instead of trough the use of naval aviation, the enemy ship in question being a small pirate speederboat en route to take over a large freighter. The Birkanian Coast Guard had its funding cut back after that.

Participating Demonstrations: Flight displays from all aircraft. The public will be able to walk around several ships to see what day-to-day life is like for sailors of the Parilisan navy.
Security Detail Information: The three delegates are to be accompanied by a group of highly trained bodyguards at all times. A reserve of 100 soldiers of the Republican Legion will be stationed, if possible, nearby armed with P270B “Diablo” Duty Pistols and G500 Assault Rifles.
Special Requirements: Visitors must undergo special security screening at the entrance to the ships, and we would greatly appreciate the assistance of the local police force in implementing this. Ships and aircraft may need to be pulled out at short notice.
