Director Karadesh Sovanii set the pad down on her desk and sighed, turning to her aide, "Did any of the Haven delegates escape the station?"

"No ma'am. All sixteen members of the embassy were killed in the attack." The Reikoan shook his head sadly, standing at attention and waiting for what he suspected was coming.

Karadesh sat down and cupped her muzzle in her hands. Intelligence concerning the attack alleged by the Federal Union was sparse at best. The assertions that Federal heads of state had attempted to contact the Red Talons' leadership before this attack could not be confirmed. Haven was a civillian installation home to more than just Red Talons citizens. All of these events were compounding into what appeared to be a war of rampage by the Federal Union, but that could not be confirmed either. Sighing again, she looked back to Jennar, "Have the diplomatic corps draft a communique to the Federal Union. TRIAD deplores the actions taken by the Union and demands immediate negotiations for the restitution of the loss of our delegates aboard Haven. We demand a meeting at the Galactic Assembly between all parties involved. Jennar, make certain the letter has the right outraged but patient tone."

"Yes ma'am." The Reikoan bowed, then turned to leave and carry out his orders.


A message was soon dispatched to the nearest known Federal Union outpost, the message was delivered by neutral courier, with instructions that it be delivered directly to a member of the Union's heirarchy for eventual delivery to President Zimmerman.

Copies of the message were also dispatched to Aumanii space and to the closest known Red Talon vessels.

Re: Attacks on Station "Haven"

TRIAD Enterpries hereby denounces the deplorable acts of the Federal Union, to whit the destruction of the RTMR Station "Haven", established as a civillian trade and diplomatic installation. That the destruction itself may have been "accidental" is irrelevant. The fact remains that the Federal Union launched an attack on a civillian target, using overwhelming numbers of forces and force of arms, far in excess of what would be required to capture the station.

TRIAD Enterprises hereby wishes to inform the Federal Union regarding the loss of sixteen of her citizens aboard the Station "Haven". These civillians were members of a diplomatic and trade delegation aboard the station. The loss of their lives has been confirmed, their remains are en-route to TRIAD territory at this time.

TRIAD Enterprises demands the following of the Federal Union:

1. Formal apologies on the part of the Federal Union for the loss of collateral life.
2. Immediate financial restitution for the loss of same, the amount of which to be determined by negotiation.
3. A representative of the Federal Union is to be immediately dispatched to the Galactic Assembly grounds, to be on hand for any talks and negotiations required to resolve this situation without further aggressions.

Should the Federal Union fail to satisfy these demands in a timely manner, TRIAD Enterprises warns the Federal Union that there will be repercussions both directly and indirectly within the larger political community.

My dear Karadesh Sovanii,

I have been giving a great deal of thought to this incident and have just now received your message, and I want to tell you in all frankness what is on my mind. In so far as the Federation government is concerned, we are greatly disturbed that our admiral employed excessive force upon the "Haven" station. Whilst accidental, it ended in the deaths of hundreds of thousands. Now all the powers in the GA wish to have a meeting of minds about this political setup after the fact.

It seems to me that it puts all of us in a bad light throughout the galaxy not to abide by some responsibility. As such we will abide by your wishes and send fiscal compensation to the victims family members. However as we are currently in a state of war with the nation of Red Talons we wish to do this through a third party. If you recognize that, our government shall do so with haste.

We have reservations about sending a delegate to the Galactic Assembly, as we feel there is unwarranted hostility present in that organization. At this time the Federation government only recognizes certain nations of that Assembly. I am hopeful that this state of affairs should not continue indefinitely; for if it does it can only lead the Federation's people to think there is a breach between our nation and the galactic community, which is not the case. I am determined that there shall be no breach between ourselves and the members of the civilized galaxy. Surely there is a way to reconcile our differences.

I was very much impressed with some of the things you said today, particularly your determination to peace. You cannot, and we must not, tolerate any government of any nation which attempts to propagate a war we do not wish. I want you to know that I am fully mindful of this. You must believe me when I tell you that the Federation's people at home look with a critical eye on this situation. They are distressed at the way our military brought about the deaths of non combatants. The people of the Federation, in effect, say that if we cannot achieve a meeting of minds now, when our intentions are peaceful resolution of this incident; then how can we get an understanding on even more vital events in the future?

I wish to make it clear to you that we cannot recognize certain governments as they are now composed, and the galaxy should regard them as a lamentable outcome of criminals and criminal minds at work here.

You have said that you would be prepared to support any suggestions for the solution of this problem which offered a fair chance of success, and you also mentioned the possibility of bringing some members of the Galactic Assembly into negotiations. Realizing that we all have the same anxiety in getting the matter settled, I would like to develop your proposal further and suggest that we invite Several Galactic Assembly members and allies to neutral space at once.

I hope that I do not have to assure you that the United Terran Federation will never lend its support in any way to any government or individuals which harbor the ill wishes which have brought about this chain of events.

I also wish to make clear that we have evidence of what could be construed as government sponsored piracy upon our nation. We wish to present this evidence if given the opportunity to speak for our actions. I trust that this is completely consistent with your desire to see a new peaceful galaxy.

TECF Thought Ascendant - Near the Federal Union border - Two days after the destruction of Ixcuamne
**********

The TECF Thought Ascendant was one of the new modular Spire ships to leave TRIAD shipyards, a hexagonal 'space train' with engines at the bow pulling a long line of modules attached to the central keel. Nominally classed as a cruiser, she measured at a little over four hundred meters long. Most of her module slots were fitted with flatspace cargo bays, expecting to bring back any goods the Federal Union used to pay their reparations for the losses at Haven.

Right now the Thought Ascendant was only a few hours out from the Federal border. The ship had hastily been fitted with subspace warp engines at the midline modules so that they could cross the border without suddenly jumping into Federal space, allowing the usually jumpy Federals time to identify them.

As the ship approached the official border at warp 6, she chose a nearby system to wait in while a subspace broadcast was sent into Federal space itself.

This is the TECF cruiser Thought Ascendant, requesting permission to enter Federal Union space. We are on a diplomatic mission between the Union and TRIAD Enterprises.
