Fifty miles due west off of Egnach, Kenavt
1100 hours Kenavtan Maritime

The smooth but aging PCK Peck, one of the older ships of the Kenavtan fleet, was off on another training mission. The military command on the mainland had decided to turn most of the old, unnecessary ships like the Peck, an Enterprise-class supercarrier relic, into training ships to further hone the officers graduating from the Naval Academy in Correa, and to gain experience with the most high-tech equipment that could be fitted onto the craft. The carrier, traveling in undisputed Kenavtan waters, was to rendezvous at Egnach with the lone remaining Brooke-class frigate for firing exercises. The growing tension with 101st Paratroopers seemed far and remote even though the sonar detected a small craft heading straight toward the Peck.

As was routine, the captain was immediately informed, even though the craft was barely within sight distance, and he went to go take a look-see off of the bridge. The craft slowly drifted into view, and the captain, per regulations, went to yellow alert, and notified central command in Poiuytrewq. The crew not on duty moved across the deck also to take a look, as nothing had happened the whole four months of their shift so far.

When the craft came into visible distance, it was clear that it was a small yacht, with two twenty-something men on board. It was struggling on the big ocean waves, however.

The captain, moving down to the edge of the deck, started to talk to the craft through the public address system. “This is the Kenavtan Navy. Please identify yourself and your craft.”

One of the men gestured to the other. The one gestured to had the boat pick up speed until it pulled up about fifty feet off of the Peck’s starboard side. “Hello!” One of the men roared.

“Identify yourself!” The captain looked a little puzzled. Plus, none of his experience had planned him for this. Why would someone be in a tiny boat in the middle of the sea?

“I am Chris, and this is my companion Johannes,” the man stated. “We… erm… got lost. Can you help us?”

“As a noble member of the Navy, I am honor-bound to help you.” The captain spoke out orders to the crew, who sprang into attention. A ladder was dangled over the side, and the boat put the power on to meet the ladder. Just as the men were to get on it, one of them yelled loud enough for all of them to hear.

“For the Motherland! For our Comrades!”

The last thing the captain thought before he died was, that boat is awfully low in the water… what was that about the motherland?

The next moment, the whole side of the ship exploded as the yacht detonated its cargo of one ton of high explosive, sending the Peck and three thousand souls to Davy Jones’s locker.

Rednalyn, Nikhcevo, Kenavt
1103 hours Kenavtan Maritime

The house of the governor of Nikhcevo, a small island off of the coast of Kenavt, is surrounded by Nikhcevoan Marines from the nearby naval base. The governor is killed, and the house routed of all staff. This scene is repeated around the country at all homes of Kenavtan officials.

The reports piled in as Premier Ashton Butler and his advisors sat around a table at an emergency meeting.

“OK. So, at 1100 hours the PCK Peck was bombed, and then from then until now all of our civil servants have been massacred in Nikhcevo?” Butler quickly chewed on his fingernails. “So, they have finally, finally declared rebellion? After all these years of resisting the proper way of Christianity?”

“Yes, sir,” spoke his chief advisor, Robert Ochiv. “I’ve called the Minister of Defense and his Chiefs of Staff together. It’s a revolution.”

The man stood in the shadows of the window, in the most impressive conference room his staff could find. Monitors were being erected, computers connected to that great information highway the Internet, and cameras set up. This was repeated in a room across the hall. The only difference was a Christian cross on one door, and a hammer and sickle with a red star on the other.

Both men were powerful – they had planned this for years without capture, separately - until they had met each other. Both had exactly the same goals, the same ambitions, and the same zeal for their colony. The difference was that one worshiped the history of Benito Amilcare Andrea Mussolini, the other the thoughts of Karl Heinrich Marx.

Both quickly made footholds of influence and power until they held sway over the whole population of Nikhcevo. Both corrupted the military bases on the island until they were theirs. The only thing left was to officially start the revolution, and plea, however humiliating it may be, to those of the same beliefs and things held dear.

Yet, even as these men shared so much, that difference was enough to split them. However tentative their alliance today, tomorrow…

To your second idea: refugee centers, while highly unlikely, could be established in Naohtine just in case of this conflict. I will leave your government up to this.

Seventy miles west-northwest of Egnach, Kenavt
0906 hours Kenavt Maritime

The two carrier groups, about two-thirteenths of the naval power of the Commonwealth, finally converged, exchanged battle plans and battle details, and then turned south. The two groups usually patrolled out of bases in MacDonald NB and Egnach NB at the border of 101st Paratroopers and Kenavt in the Great Strait, but the rebels had to be dealt with - even if that meant weakening the front against the 101st.

After splitting up shortly before reaching Nikhcevo, one of the carrier groups would move to attack Yrealc; the other, to Rednalyn, the source of the uprising. Another carrier group moving from Pnig Naval Base in the south would sweep up to capture Odelot. The classic pincer movement. The rebels wouldn't stand a chance without outside help.

Our armed forces do not need any aid, although we thank you for the offer. However, foreign investment may be neccessary in 'kick-starting' the economy of Nikhcevo after this rebellion and defiance.

To your second idea: refugee centers, while highly unlikely, could be established in Naohtine just in case of this conflict. I will leave your government up to this.
