Geography:
The nation of Rakuen consists entirely orbiting plates. The majority of these, called Terrestrial Plates, are 1'000km2 these generally possess a low population density, and exhibit all manner of climates and topography. These plates orbit a gas giant [Called Sébran], itself orbiting within the terrestrial belt of a main stage yellow star. Though the plates do not orbit Sébran at the same speed, a single rotation is most commonly 24 hours, simulating a day. The orbit of the gas giant around the sun every 540 days being held to be one year. Many of the Terrestrial Plates exhibit eccentric or elliptical orbits around Sébran, generated by the plates themselves, as they rise and sink over the course of a year they experience a changing of seasons.
Much smaller are the Temple Plates, these seldom exceeded 1km2 Though they do not experience seasonal changes with the Terrestrial Plates some even rotating counter to the planet to maintain perpetual day or night.
Finally Trade Plates, of up to 100km2 travel outside Sébran, and it's system, though they are considered to remain sovereign territory of Rakuen, they are not used to claim the space in which they reside.
People:
The inhabitants of Rakuen are xenotypes, of a species known as the Harj, from the Rakuenan meaning 'Person'. They posses three large vertical eyes, one central, the outer two angled slightly away. Closing the central eye is a common sign of respect to those in authority. They lack an obvious nose but do possess two ears positioned not too dissimilarly from those on a human, and a mouth complete with tongue and teeth replaced throughout life. They have four jointed arms and prehensile hands, with six fingers on the upper hands and four on the lower. They stand upright on two legs, compared to a standard human their upper leg is somewhat foreshortened, and the foot considerably lengthened, the ankle performing much of the function of a knee, as seen in many quadrupedal mammals.
When not foreshortened by illness of accident the average lifespan of a Harj is around 120 years, reaching maturity at around 20 years old when their joints have fully chitinized and experiencing little enfeeblement until around 80.
Government:
Head of State: Queen Ankarhe
Each Terrestrial plate is headed by a Prince, a title not necessarily tied to gender, who serves a life term. Beyond that the method of selection and rule of a Prince can differ wildly. Some plates practice Patralinial or Matralinial descent, whilst others hold elections of varying enfranchisement or selection by or from religious institutions. They then go on to wield absolute power under the Queen, or serve as executive to varied deliberative bodies. Alongside representatives from a number of nobles families [known as electors] they each cast a vote in the selection of a new Queen upon the incumbents death or retirement.
The Queen rules directly over an extensive court, though endowed with absolute power it is directed through a massive bureaucracy filled with life and often tacitly hereditary positions. The Minister of the Left is practically the most powerful post at the court, though the rank of Chancellor exists above it, the position is rarely filled. The role of the Minister of the Left is ostensibly to oversee the conduction of all royal orders, and ensure the compliance of the Princes. Beneath him is the office of the 1st Chamberlain, who act as deputies. Despite being made up of up to 100 individuals Chamberlain are not officially recognized as being more than one person and never addressed by name. Of lesser power are the Minister of the Right, who oversees diplomatic relations and the Trade Plates under whom serves the 2nd Chamberlain, and the Minister of the Center who oversees the Temple Plates. The independence of the Temple Plates is such that the Minister of the Center receives no deputies, it is however seen as a position of high favour, involving considerable prestige and few formal duties.
Military:
The Rakuen has not historically been a nation of aggressive expansion and the military has as a result devoted itself largely to exploration and cartography. The focus of military technology is on shielding, sensors, super-luminal travel and to a lesser degree missiles. There is no draft or conscription in effect though there is a culture of service as officers among the noble classes.
At any one time the Rakuen Navy can consist of as few as 1000 ships the majority of which would be serving outside Sébran, with allied forces, protecting Trade Plates, and on missions of exploration and system evaluation.
Society:
The complex system of laws, regulations and taboo on the Terrestrial Plates can often be confusing to the outsider, particularly as there are few laws mandated by the Royal Court, most being dictated by the Principalities. Some plates go so far as to make offenses of such things as 'Ribaldry', such conditions however do not extend to the Trade Plates, which are governed solely by the Queen, and have few laws regarding social practice and experience the most immigration and settlement by foreigners.
The Harj are not capable of experiencing intoxication severe enough to become debilitating and thus there are no laws regarding the age of consumption for alcohol and other intoxicating substances. They traditionally practice monogamy but have no laws explicitly against polygamy as marriage is considered to be a practice governed by religious mandate which has no structure for declaring or enforcing laws. Though homosexuality exists within the Harj there are no laws or taboos governing it as there is little social consideration of sexuality. Age of consent can vary by Plate, but the standard, and that on Trade plates is 20.
