Phenia was founded by a conglomeration of corporate and special interests (the Phenia Mining Group) hoping to develop a profitable infrastructure for mining the planet Phenia I, belt asteroids ( generally C-Type, or Carbonaceous Asteroids) and helium mining at Phenia II.
The main colony site is on Phenia I, where most of the population lives in above- and under-ground arcologies. In addition, there are mining sites on the planet, a Starport in orbit, and a Mining Station further out-system. Hundreds of small automated mining drones/transports are scattered throughout the system, as are about a hundred larger freighters, and a handful of large starships, specialized vessels, and Security Drones, all owned by various private agencies.

At this time the population of the colony was quite small: 16 million, with a GDP of just 766 billion credits. Of the PMG budget, roughtly 49% - or 47.6 billion credits per year - was devoted to maintaining a Phenia Security Force (PSF). Raiders had cost the PMG some 6 billion credits in damages during the last year of her predecessor's administration. Collins took a hard line on defense of all space vessels and equipment from pirates or raiders, but this prompted only bolder and more costly attacks. Beginning with the Transport 223 Raid, Collins was forced to consider 'other options' for the defense of her colony...
