Following the election, which was conducted with a disappointingly low percentage of the popualtion, though resulting in Kadyrov's election, he and the Premier got to work on the new constitution which was to be put into effect in a month or two. After a televised announcement which signified the end of the Soviet government and a new era for the country, his policies came into effect not too long after. The economic transition did not go as planned; the Chernobylskayan Ruble nearly collapsed, and the standard of living decreased dramatically. With the bulk of industries now being privatized, many found themselves without jobs as certain industries closed due to bankruptcy. The former state-owned industries[particularly medical and military based] had been taken under control by some members of the former Soviet Government which gave a otherwise extensive work force some relief, especially hose who lived near the facilities that applied.

The amount of corruption in the armed forces increased 300%, since their pay had substantially decreased. Many high ranking officers simply turned a blind eye to soldiers selling equipment at the border as a result. Soviet-indoctrinated soldiers more often then not refused to follow commands by new officers, especially ones who had voted in the election. While Dedovschina had existed in the old Red Army, it increased largely following Kadyrov's reforms. The Penal formations were disbanded, returning the people to civilian life, where they would have to compete for jobs with other former soldiers who'd been discharged after the Army was cut in size.

People in the larger GULAG facilities were slated to be released soon, but because it was a slow process paperwork-wise, they were to continue to occupy the camps[they were not required to work, however.]
