OOC: I have finally updated the Hegemony charter from the form that I wrote nearly three years ago (thanks to Santheres for helping with that), and here it is. If you are already a Hegemony member, have your head-of-state sign the re-affirmation, or if you have an objection to the changes and/or suggestion for something to add state it. If you are not a member and wish to join simply post an IC message from your nation requesting membership, along with any information you think is relevant. OOC comments are fine, but please don't needlessly clutter the thread with spam, arguments, ect.

Fellow nations of the Hegemony,
On this day, fifteen years ago, my predecessor founded an alliance that would be the single greatest accomplishment of his life, and his greatest legacy in death. Fifteen years ago a small group of previously unrelated nations came together under a single banner, bound together only by a common desire for a brighter future, to form the federation known as the Hegemony. From the onset, this fledgling alliance was beset by foes time and time again, and through the grimmest of situations, when all hope of survival as a unified body and as sovereign states seemed gone, persisted and stood defiant against any who sought to bend it to their will. Even as the mighty fleets of the League of Imperial Ocean-Faring Nations bore down upon our shores we stood, tattered, wounded, yet defiant and proud. Our founder and leader fell to the bullet of an assassin upon the very advent of peace, and yet we stood. Now, the evil tides of tyranny, slavery, and chaos flow seemingly unchecked over this world, and we stand still, humble servants of the glory of Humanity, working ever for a better tomorrow.
It is upon this day, our fifteenth anniversary of existence, that I have drafted a new version of our great charter, adapted to the times we now live in, and call upon the nations of the Hegemony to re-affirm our bonds of brotherhood and step boldly into a new era. We have struggled, and we have triumphed. May we continue to do so for as long as our cause is righteous, our actions just, and our people free.

The Hegemony Charter
I. The Hegemonic Council
1. The Hegemonic Council shall be comprised of one representative of each member nation.
2. The Hegemonic Council is hereby endowed with the powers to:
i. Enact Hegemony-wide embargo against offending nations on behalf of all members, given three-fifths majority vote.
ii. Enter into trade agreements on behalf of all member nations, given three-fifths majority vote.
iii. Enter into military treaties on behalf of all member nations, given two-thirds majority vote.
iv. Declare war against offending nations on behalf of all member nations, given two-thirds majority vote.
v. Override any decision made by the Hegemon, given two-thirds majority vote.
vi. Approve or disapprove of budgetary proposals made by the Hegemon, given simple majority vote.
vii. Impeach and remove from office the Hegemon and/or Vice-Hegemon, given three-quarters majority vote.
viii. Amend the Hegemony Charter, given four-fifths majority vote
ix. Under extreme circumstances, with the approval of both the Hegemon and Vice-Hegemon, mandate domestic policy for any member state, including that of the Hegemon, as well as require governmental restructuring, given a nine-tenths majority vote.
II. The Office of the Hegemon
1. The Hegemony will be led by the Hegemon, who will be elected by the Hegemonic Council and will act as the executive officer of the alliance, determining the course of action for the alliance as a whole.
2. The Hegemon will hold two votes within the Hegemony council. A Vice-Hegemon will also be elected, and will preside over council meetings.
3. If the Hegemon is killed, impeached, or otherwise incapable of serving, the Vice-Hegemon shall legally accede to the position of the Hegemon.
3. The Hegemon may, but is under no requirement to do so, appoint ministers and officials to assist him with the task of managing the Hegemony. These officials may not take any action that is not granted as a power of the Office of the Hegemon.
4. The Powers of the Hegemon include the power to declare war on behalf of the Hegemony following a military attack upon one or more Hegemonic states, the power to negotiate treaties with foreign states or alliances, provided that such treaties be submitted to the Hegemonic Council for approval or rejection, the power to act as Commander-in-Chief of Hegemonic military forces, and the power to oversee the administration of Hegemonic protectorates and territory owned jointly by the Hegemony as a whole.
III. Military Policy
1. The nations of the Hegemony agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense, will assist the party or parties so attacked by taking forthwith, individually and in concert with the other parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Hegemony as a whole.
2. Aid, defined here as the deployment of military assets and personnel or distribution of good necessary to the military effort or to the good of the civilian populace of affected nations, is required to be made available to members of the Hegemony engaged in defensive military operations. Aid in an offensive operation is given on an individual basis and is by no means expected nor required unless deemed necessary by the Hegemonic Council
3. The members of the Hegemony shall agree to abide by all human rights as detailed in the European Declaration of Fundamental Human Rights. Nations found to be in violation of said declaration may face expulsion from the Hegemony if deemed necessary by the Hegemonic Council.
4. Strategic nuclear weapons shall be restricted to usage solely as retaliatory action. Retaliatory action is hereby defined as being subject to any nuclear strike on military or civilian targets, or any large-scale chemical, biological, or radiological attacks upon a civilian target.
IV. Economic Policy
1. Any nation that ratifies this charter shall maintain a free trade agreement with all other member nations of the Hegemony.
V. Humanitarian Policy
1. All nations within the Hegemony are required to give 1% of their nation's total annual budget to the Hegemony for use in humanitarian aid and international defense. The Hegemon may propose other uses for this money. All budget proposals will be subject to the approval of the Hegemonic Council by a majority vote.
2. The Hegemony will match any monetary humanitarian aid contributions given by the national governments of its individual members tot he extent that the budget permits.
