”It’s all ready?” The commissioner sneared down at his chief engineer.

“Yes, sir. Just flick the switch and throw in some uranium.” The engineer missed the snear as he looked intensely at his monitor. “Or plutonium, really. This isn’t at all that fussy.”

The commissioner flicked the switch and flicked the back of his chief engineer’s head. “Idiot.”

Outside, a truck was surrounded by workers carrying a precious gray metal. U-238 isotope uranium.

“OK, let’s try out the video conferencing software again,” Lord Lewis Barrichello said in an off-hand tone to his top advisor, the Marquis Aric Almirola. “But this time, it’s actually important.”

“I’m sure you know what you are doing, sir,” Aric replied. “But, this is a pretty bad idea you know. Nations across the world will be outraged – or at least should be.”

“But what a great way to get our name out there!” Barrichello stroked his chin. “Plus, next month we’ll throw in some good ole weapons-grade plutonium… So let’s go!”

Aric pressed the transmit button on his special keyboard for the video.

“Dear Leaders of this grand World; I come to bring you good news. Another nation has risen out of isolation. Allow me to introduce myself to those who do not know me: I am the Lord Lewis Barrichello of the Fiefdom of Nikhcevo. We have recently thrown off our cloak of isolation and embraced the international community with open hands. But I also come bearing even graver, yet more exciting news.

Currently, in the past five years, we have built four nuclear facilities used for fissioning U-235, U-238, and P-239. Ladies and gentlemen, we have harnessed nuclear power for civilian purposes, and the stations are set to start at midnight tonight.

I bring this message to you from a bright new nation, poised to become a democracy and a responsible member of the international community. I am the Lord Lewis Barrichello of the Fiefdoms of Nikhcevo, and we have developed nuclear power plants for civilian purposes.” He nodded. “For the moment.”

OOC:Very nice. You are starting small it looks like. Welcome! And I have very little idea what a Feifdom is, so I will stay outta that discussion.

IC:

The United socialist States of Daiwiz welcomes the Fiefdoms of Nikhcevo to the international stage, and applaud your use of nuclear fission in the attempt to better the lives of your people. If it is required, we would be willing to send some of our top engineers in nuclear fission to assist your own engineers. They require some experience, since we simply have too many engineers for too few job opportunities. This will also assist you in that we may be able to lessen the chances of a second Chernobyl with the combined knowledge of both our highly trained and knowledgable engineers.
We would also request that should you build nuclear arms, that they are kept hidden away, to be used only for deterrent purposes. We are also willing to open some trade negotiations with your new nation.

We thank you for your gracious words concerning our recently fledged nuclear programme, as well as for your offer of engineers. However, we must refuse the offer to not only protect our current young group of brilliant engineers, but those in the future, building on the successes of today. However, knowledge concerning ways to protect the nuclear facilities from a serious error will be well welcomed. I am sure you can talk over the details with my successor, who will be elected May 2.

And, of course, we have no intention of using any major nuclear weapons that may be produced by our current four nuclear reactors, except in extreme circumstances.

As well, any trade conferences can be handled through my successor as well. I fear that if we start now, it may disrupt his Lordship. However, they will be extremely well-welcomed - you can be assured of that.

"Good evening, my dear Birkaine" The High General started one of his many brief, if patriotic radio commentaries. "As you might have heard, the nation of Nikhcevo has developped nuclear fission to quench their energy demands. That saddens me quite a lot... not only is civilian fission the prelude to nuclear weaponry, it would not be a lie to say the first begets the second. But also the interest of more than one enslaving superpower, those so-called democratcy-backing countries, who are nothing else than vultures preying on other nations' progress.
Birkaine, I would like to ask you a question... how dependant have we been on nuclear power? Only 45% percent of our energy is provided by those glorified steam engines." he said, as if 45% was a small amount "The remaining 55% of our great nation's power grid is moved by oil, coal and natural gas. And we have a power surplus, I would like to say. Many smaller towns and even nations abroad are dependent on the hard work of our people... So... to the Nikhcevian people and their leader... I would like to invite yoo to think about this issue once more. Birkaine will receive you gladly."

Thank you for understanding our position on the engineer issue. Engineering has been supported for many years in our country as the way to prosperity, as it is still today. Allowing your engineers would likely go toward squishing the hopes of many young boys studying in the hopes of being the next Thomas Edison or a great hero in our country: Robert Fulton of the North River Steamboat.

Thank you very much with providing us for information about keeping the nuclear facilities safe. You can also go over that with my successor and his advisors.

On that note: my successor will be elected May 2, and assume office that Sunday. So, I cannot tell you the likely successor. It may just be me, as I plan to run.
