It has been almost ten years since the collapse of the Divine Empire of Kreynoria, a powerful nation-state which in its infancy controlled only Hawaii but eventually spanned the entire Pacific Ocean. The Kreynorian people, a unique ethnic group, have spent this time living under foreign regimes.

Over the course of the previous ten months Kreynorian activist groups have formed in many of Kreynoria's former territories and have conceived plans for a successor state to the Kreynorian empire. The Free Republic of Khorsun is the result of these plans. Kreynoria was a theocratic dictatorship; Khorsun is a free democratic state, not just for Kreynorians but for everyone.

In the anarchy left by the recent fall of several powerful nations, Khorsun has finally received its golden opportunity. The activist groups have declared April 20, 2009 to be their nation's independence day, and have unveiled a new constitution. The infant nation's first national elections are to be held in the following weeks to replace the provisional government formed by the activists. The following territories have declared themselves to be states of the Free Republic of Khorsun:

Despite Layartebian rule, the majority of Hawaii's population is of the Kreynorian ethnic group and Kreynorian culture remains strong. Khorsun strongly desire that Hawaii comes back under the control of an independent Kreynorian state. We are willing to, as it was during the time of Kreynoria, allow Layarteb to retain Kaui and Niihau as naval bases. We await your response eagerly.

OOC: I dont mind ceeding Hawaii back to you but there have been some changes since you left (mainly the moving of the base from Kaui to Pearl Harbor and the establishment of an air force base on Hawaii at Honalo). I still have my items entrenched on Niihu so sure I'll keep that one and I'll give you both Oahu and Hawaii provided I can keep both bases there. I'd also like to RP it thoroughly as well too. We can skip the arrivals and just go right to the meeting between the Minister of Foreign Affairs in the Ministry of Foreign Affairs, the Emperor will join later.

Classification Levels

Standard: Standard classification is the normal level of encryption. It is equivalent to the standard levels of encryption seen on most secure e-mail clients.

Confidential: Confidential classification is a higher level of encryption than "Standard" but it is not heavily encrypted. It is used mostly for flash traffic to foreign countries and requires some additional decoding time. It uses 512-bit RSA encryption methods and has several key ciphers that change unpredictably.

Secure: Secure communiques use 1024-bit RSA encryption and several key ciphers within them that change unpredictably to ensure that message traffic is not hacked or decoded. Access to said messages would require heavy cracking software and significant resources but it is not "uncrackable." It can be a viable level through 2010.

Encrypted: Encrypted classification is the second highest level of classification. It is uses 2048-bit RSA encryption and multiple key ciphers within it to ensure that cracking it would take such a significant amount of time to accomplish that, should it be done, the message's usefulness would have already expired. Though anything is crackable, because of the methods employed, this level is often considered "uncrackable" by current capabilities. To ensure revolving protecting, ciphers and encryption algorithms will change unpredictably. This level is sufficient until 2030.

Maximum: Maximum classification is the highest level of classification available. It uses 3072-bit RSA encryption and multiple key ciphers that change unpredictably. It can provide protection past 2030.

Experimental: Currently not a fully recognized level, experimental denotes a category using 15360-bit RSA encryption and multiple key ciphers that change unpredictably. It is not in full operational use as of yet.

Maxian Gylanos was escorted into the Ministry of Foreign Affairs in Layarteb City. Gylanos was sixty-seven years old, full-blooded Kreynorian, and had iron-gray hair, a dark tan, and a weather-beaten face. He'd been a veteran of the Kreynorian Imperial Navy who'd served as an officer aboard a destroyer in the invasion of Kenya long ago. He'd also had experience in the foreign ministry of the now-defunct Empire of Kreynoria. Now he served as representative of Khorsun's provisional government to Layarteb.

Maxian was very impressed by the sheer size and modernity of Layarteb City, a city of glass and steel and skyscrapers. He'd lived in Kreynoriapolis, now Honolulu, a city whose architecture was dominated by stone and deeply traditional and much smaller in size, and had traveled to Kenya and many of the islands. Nothing there could compare with this.

He shook hands with Layarteb's Minister of Foreign Affairs and sat down, ready to talk business. "I'd like to say, Khorsun has intentions of cooperating strongly with Layarteb, for starts. Kreynoria and Layarteb had always had a cordial relationship, even in times of international stress. We'd like to continue with that tradition. Now, Hawaii is the main point I've been sent to talk about. We understand that it's important as a strategic base for Layarteb's military, but at the same time, it's of extreme value to Khorsun and the Kreynorian people culturally. It's our homeland. So, it is very important for us to get it back..."

The Minister of Foreign Affairs had been briefed ahead of time concerning the situation in Hawaii. Engaged in a conference concerning the situation in Europe, the Emperor was presently unavailable but he had hoped to personally meet the Kreynorians before they left Layarteb City. The Minister of Foreign Affairs began, "The Empire has always seen itself as the benefactor to the Kreynorian people. After the Hogsweatians left we established law and order over the islands and following the recent troubles we stepped in a second time. We are fully prepared to step back aside and allow for your self-rule but we must protect our own strategic interests in the island chain. These include our military installations on Ni'ihau, which cannot be ceded as previously due to the sensitive nature of the island to our home defenses. Additionally, we have established a major naval port at Pearl Harbor and an air force base on the island of Hawaii in Honalo. These two installations have cost us quite a large sum of money and we feel strongly about their presence in our military. The Empire is fully prepared to cede all islands with the exception of Ni'ihau over to the Kreynorian people provided we can maintain sovereignty over these two military facilities."

Gylanos frowned and said, "That is a very, very strong Layartebian military prescence. My sources say that the 2nd Fleet of the Imperial Layartebian Navy is based in Hawaii, including mutiple carrier and submarine strike groups. Hundreds of vessels and several thousand aircraft, in addition to marine forces. And all of that will be right at our doorstep. Now, I'm not saying there will be hostilities anytime in the future, but that is an enormous security risk to have right next to such an important territory. I don't think you would accept it either if you were in my position. At present there can't be any change, but I'd like to make an offer: if Khorsun can procure enough money in the future, can we pay you to establish alternative bases and cede the ones in Hawaii?"

It is vital to our continued influence in the Pacific Ocean that we maintain both facilities in some regards."

"This is an acceptable solution to us," Gylanos said. "I have another area I'd like to address: the Solomon Islands. Currently, there is a large majority Kreynorian population there, and Layarteb seems to consider the islands useless for the most part, with the exception of Guadalcanal, a military base zone. We are interested in repossessing the other Solomon Islands but would leave you Guadalcanal. Is this acceptable?"

"The Solomon Islands are a minor territory of the Empire's Western Republic. It is far from our main possessions, this is true and Guadalcanal is a major military installation, this is no secret. The transfer of the Solomon Islands to the Kreynorian peoples can only come with some sort of concession from the Kreynorian peoples, aside from our keeping Guadalcanal, which is non-negotiable."

Also, I think we would prefer that Layarteb keeps the air force base on Hawaii," said Gylanos, "Now, do you have any specific concession you'd like us to make?"

"We would rather not move our forces to Tasmania and we will find other, suitable basing. Free trade is something that we will progress on but at this moment, the Empire is not entirely in a position to offer new free trade agreements but, favorable trade status, is available, which is one step shy of a free trade agreement.

"Concerning what concessions we would need in regards to the Solomon islands, aside from our keeping of Guadalcanal, we must have the assurances of the Kreynorian government that Guadalcanal will not be infringed upon at all. Should it be done, we would have to respond accordingly."

Currently our forces are engaged in northern Australia, but the process of organizing and reequipping them will soon begin. Would the Empire of Layarteb share our interest in joint military exercises?"

June 10 was the chosen day of Khorsun's first elections to replace the provisional government. It was very soon after the nation's declaration of independence and political parties had not had the time to form yet. All the candidates were indepedents, but several informal coalitions had formed.

The provisional government had earlier this week ratified and announced the Constitution of Khorsun. The constitution established a republic form of government, with a president, elected to a five-year term (no term limit established) as both head of government and head of state, a unicameral legislature, the senate, made up of four representatives from each of the states of Khorsun, and a judicial branch with a seven-member Supreme Court, with each justice serving a ten-year term (also no term limit). The president, the senate, and the Supreme Court would all be elected by popular vote.

A bill of rights was ratified protecting the rights the rights of the people and with a special clause forbidding the government from using emergency powers to suspend these rights. A secular state was established, in contrast to the theocratic predecessor, Kreynoria.

There were a multitude of presidential candidates up in the running, but the leading figures were Andrew Quane (liberal, socialist, and pacifist policies), Alexis Maroone (moderate domestic policy and expansionist foreign policy), Ryan Wylis (ultraconservative and militarist), and Roman Decker (bizarre mix of policies, including strong environmentalism, isolationism, military buildup, and semi-communist economics).

The entire nation was afire with excitement about the next day's elections and about the fate of Hawaii...

OOC: I'll RP the withdrawal of my forces from the islands but obviously it isn't an overnight thing. It'd take us the better part of a year to withdraw from Hawaii.

The election ended with a victory for Alexis Maroone, who won fourty-four percent of the popular vote. Maroone became first President of Khorsun. National celebrations and euphoria followed in the days after the election. Five days after, elections for the Senate and Supreme Court were held: there was a roughly evenly divided mix of liberals and conservatives in the Senate, including former presidential candidates Andrew Quane and Roman Decker, while the Supreme Court was mostly conservative.

President Maroone stood in the throne room of the old Kreynorian imperial palace. The palace had been preserved under Layartebian rule. It was enormous and grandiose, with what Maroone personally thought of as an obscene amount of ornamentation. Architecturally it was a classical Byzantine structure, much as would have been seen in old Constantinople. Its size was a monument to the power of the old Kreynorian empire, which had spanned the Pacific Ocean.

The palace would not be the new seat of government. A new official residence was being built, the Liberty House. The Liberty House would be much smaller and much more modern than the palace, and was made of glass and steel, with a flowing, natural form. Ground-breaking had begun for the new building, which would not be ready for nearly two years. The palace served in the meantime, but would be retired and turned into a museum when the Liberty House was ready for occupancy.

Honolulu was once again renamed Kreynoriapolis for the sake of tradition. The city had grown huge under Kreynorian rule and sprawled over the entire island of Oahu. Most of the buildings were of the old Byzantine-esque Kreynorian designs. In some places newer, modern Layartebian buildings had been erected, but they were in the minority. A vast number of new construction projects were underway, to replace the old Kreynorian buildings with the modern, natural-looking new Khorsunian style. All of these new constructions were just beginning and the change to the city would not be complete for many years.

The new president faced enormous pressure. His infant nation had a vasty array of challenges to overcome. The Senate was just starting to draft the country's new legal codes. The old laws of Kreynoria were in effect for now, but they were the laws of a much more conservative and religious state, obsolete and in need of replacement.

The Khorsunian military was also just beginning to be reorganized now. Currently it was a mess of disorganized units and myriad weapons. Quantity was not a problem as far as equipment went. Between leftovers from the Kreynorian and Hawdawgian militaries, legitimate imports, and black market acquisitions during periods of anarchy, there was a lot of materiel to go around. But it was a logistical mess and much of it was dated at best, completely obsolete at worst. The navy and the air force were both sorely underequipped. And despite these problems, the military was already involved in a war in Australia and preparing to launch an amphibious assault on the Gove Penninsula. The last reports Maroone had gotten from Admiral Dukazys had been good news, but Maroone had a feeling things were going to get worse soon enough.

Another situation, in the meantime, was arising in Tasmania. Tasmania had never been a part of Kreynoria and did not have much of a Kreynorian population at all. It had agreed to join the nation of Khorsun as a means of ending its anarchic situation, which would have ended either with total chaos or occupation by a foreign power. But it seemed to many Tasmanians they were being oppressed by a foreign power: Kreynorians. Despite the fair and open elections and non-discrimination policies, many Tasmanians felt threatened by the Kreynorian majority in Khorsun's populations, and already there was talk of secession and independence. President Maroone had a meeting scheduled to talk to a representative from the Tasmanian secessionist movement in two days.

And in Hawaii, despite the efforts of both Khorsun and Layarteb, the transition was starting off very difficult. Khorsun and Layarteb had different national languages, different laws, different currencies, and different means of government. The Layartebians who'd settled in Hawaii, a small minority, were getting the worst of the situation. Many of the Layartebian population in Hawaii were military families and would be leaving along with Layarteb's naval forces, and many more were choosing to move back into Layartebian territory, but there were still a greaty many staying. Particularly large in number were retirees, who did not want to be uprooted and move back to the mainland. The Layartebians who stayed would have to learn a new language and an altogether different way of life, and not many of them liked that idea at all. Many of them felt sold out by their Emperor and were ready to protest against the Layartebian government as well as the new Khorsunian government.

All these problems bore down on President Maroone and the other new members of Khorsun's government, but the President knew it would be a supreme challenge and was determined to tackle it all.
